Question:
Some people, especially new Muslims, when they learn that fasting the Day of Arafah expiates the sins of the past year and the coming year, they say: Why do we fast it every year then? And that there is no harm in fasting it one year and not fasting it in another year. What is the answer to this so that the response is convincing?

In answering the misconception that “If fasting the Day of Arafah expiates two years, why do we fast it every year even though the sins have been expiated?”—the scholars have answered this misconception with several responses, the details of which can be seen in the detailed answer below.
Answer:
All praise is due to Allah, and peace and blessings be upon the Messenger of Allah. To proceed:
It is established from the Prophet shallallahu ‘alaihi wa sallam that fasting the Day of Arafah expiates the sins of two years: a past year and a coming year. (Narrated by Muslim, no. 1162)
If fasting the Day of Arafah expiates the sins of the coming year, does that mean it should not be fasted in the coming year because its sins have already been expiated?
The answer is: No. This is due to the following reasons:
The First Reason:
That righteous deeds for which the Shari’ah has prescribed reward and the expiation of sins only result in that if the servant performs them completely. If he performs them deficiently, their reward decreases, and their expiation of sins decreases accordingly.
Regarding prayer, the Prophet shallallahu ‘alaihi wa sallam informed that a servant may finish his prayer while nothing is written for him except one-tenth of it. (Narrated by Imam Ahmad, 4/321, and deemed sahih by al-Albani in Shahih al-Jami’, no. 1626)
Regarding fasting, the Prophet shallallahu ‘alaihi wa sallam said: “Many a fasting person gets nothing from his fast except hunger.” (Narrated by Ibn Majah, no. 1690, and deemed sahih by al-Albani in Shahih Ibn Majah)
And the Prophet shallallahu ‘alaihi wa sallam said: “Whoever does not give up false speech, acting upon it, and ignorance, Allah has no need that he should give up his food and drink.” (Narrated by al-Bukhari, no. 6057)
Thus, if the servant observes a deficient fast, it will not be strong enough to expiate all sins, so he fasts the following year to expiate the remaining sins.
The Second Reason:
If we assume that the servant has performed the fast perfectly, then fasting the following year lightens major sins—if they exist—or serves as a reward for him—if no major sins exist.
And this is not specific to fasting the Day of Arafah. The Messenger shallallahu ‘alaihi wa sallam has informed about many righteous deeds that they expiate sins, such as wudu, the five daily prayers, fasting Ramadan, Umrah, Hajj, and saying: “Subhanallah wa bihamdih” one hundred times in the morning and evening… and others.
So it is not correct for a servant to say: he contents himself with one act of worship among these acts to expiate his sins, and abandons everything else.
An-Nawawi said in al-Majmu’ (6/432):
“If it is said: If wudu expiates, then what does the prayer expiate? And if the prayers expiate, then what do the Friday prayers and Ramadan expiate? Likewise, the fast of the Day of Arafah is an expiation for two years, and the Day of ‘Ashura is an expiation for a year, and if his saying ‘Amin’ coincides with the ‘Amin’ of the angels, his past sins are forgiven.
The answer is what the scholars have responded with:
That every single one of these mentioned matters is suitable for expiation. If it finds minor sins to expiate, it expiates them.
And if it does not encounter a minor or a major sin, good deeds are written because of it, and degrees are raised for him by it, and that is like the prayers of the prophets, the righteous, and children, and their fasting, their wudu, and other acts of their worship.
And if it encounters a major sin, or major sins, and does not encounter minor sins, we hope that it lightens the major sins.
Abu Bakr said in al-Isyraf at the end of the Book of I’tikaf, in the chapter of seeking Lailatul Qadar, regarding his saying shallallahu ‘alaihi wa sallam: ‘Whoever stands in prayer on Lailatul Qadar out of faith and hoping for reward, his past sins will be forgiven.’ He said: This is a general statement, it is hoped for the one who stands in it out of faith and seeking reward that all his sins are forgiven, both minor and major.” End of quote.
An-Nawawi also said in Syarh Shahih Muslim (8/50-51):
“His saying shallallahu ‘alaihi wa sallam: ‘Fasting the Day of Arafah, I hope from Allah that it expiates the year before it and the year after it,’ its meaning is that it expiates the sins of its faster in the two years. They said: and the meaning intended by it is minor sins. The explanation of the like of this has preceded regarding the expiation of mistakes through wudu, and we mentioned there that if there are no minor sins, it is hoped to lighten major sins, and if there are none, degrees are raised.” End of quote.
The Third Reason:
That the virtues of fasting are not restricted to its expiation of sins. Among its virtues are: disciplining the soul and aiding it towards piety (taqwa), and the abundant, multiplied reward whose measure of multiplication no one knows except Allah… and other than that. We have mentioned some of these virtues in the article: The Virtues of Fasting, so let it be referred to.
So, even assuming that fasting does not expiate sins because they have been expiated before, the Muslim fasts for the many other virtues of fasting.
