Answer:

All praise is due to Allah, and peace and blessings be upon the Messenger of Allah, his family, and his companions. To proceed:

It is obligatory for both men and women to cover the ‘awrah. The scholars have reached a consensus (ijma‘) on the obligation of covering the private parts, front (qubul) and back (dubur). As for the thigh, it is a matter of disagreement, but the correct view is that it is part of the ‘awrah.

Based on that, Islamic swimwear is any clothing that covers the ‘awrah (between the navel and the knee) according to the correct view among the statements of the people of knowledge. This applies to men.

As for the woman, her entire body is ‘awrah, so it is not permissible for her to swim in front of men, out of fear that some of her ‘awrah might be exposed. However, if the woman swims in front of other women, and no one sees her except women, then it is obligatory upon her to cover what is between the navel and the knee.

As for the swimsuit (al-mayuh), it is usually short, exposing most of the thigh, and perhaps even exposing the major ‘awrah (al-‘aurah al-mughallazhah). Therefore, it is not permissible to wear it in front of others, except for a wife in front of her husband, or vice versa.

And the answer regarding wearing trousers has already been given in the other fatwa here:

And Allah knows best.
