Assalamu’alaikum, respected Shaykh. Is a Muslim required to recite the Qur’an with tajwid both during prayer and outside prayer, such as when reading the Qur’an from the mushaf? Please advise us. May Allah benefit you.

Answer:

All praise is due to Allah, and may peace and blessings be upon the Messenger of Allah, his family, and his Companions. To proceed:

The Book that a Muslim recites, beautifies his voice with, and spends his time with is the Noble Qur’an.

Allah Most High says in His Book: “And recite the Qur’an with measured recitation.” (Surah al-Muzzammil, verse 4).

The more measured and properly recited a person’s Qur’an recitation is, the more conducive it is to humility of the heart, quicker understanding, and tranquility. As for rapid recitation without proper tajwid, often intended merely to finish a particular passage, surah, or juz’, the early generations warned against this kind of practice, as has been reported from Ibn Mas’ud.

The recitation of the Prophet ﷺ in his prayer was characterized by elongation, properly extending and beautifying the letters. ‘Aishah, may Allah be pleased with her, said: “At times he would recite a short surah in such a manner that one might think it was longer than it actually was.”

However, if a person recites the Qur’an in the manner of hadr, meaning rapid recitation, while still observing the rules of tajwid, there is no harm in that, Insha Allah. This is similar to what someone may do when reading or reviewing memorized portions outside prayer.

It should be noted that observing the rules of tajwid in Qur’an recitation is obligatory, based on the words of Allah Most High: “And recite the Qur’an with measured recitation.” (Surah al-Muzzammil, verse 4). This is the view held by a number of scholars.

Imam Ibn al-Jazari said: “Adhering to tajwid is a binding obligation; whoever does not properly recite the Qur’an with tajwid is sinful.”

And Allah knows best.
