Question:
In Qur’an recitation there are hadr, tartil, and tajwid. However, one brother told me that the Qur’an should only be recited with tajwid and that anything else is an innovation. How correct is this statement?

Answer:
All praise is due to Allah, and may peace and blessings be upon the Messenger of Allah, his family, and his Companions. To proceed:
The scholars who specialize in the science of qira’at hold that Qur’an recitation may be performed in the three modes you mentioned: tartil, tadwir, and hadr. Tartil is also expressed by the term tahqiq, and all three modes fall within the framework of tajwid.
Imam al-Hafiz Abu al-Khayr Muhammad, known as Ibn al-Jazari, said in his book an-Nashr fi al-Qira’at al-‘Ashr:
“Indeed, the Book of Allah Most High is recited in tahqiq, hadr, and tadwir, which is the middle way between the two, while maintaining tartil and tajwid, according to the natural modes and sounds of the Arabs, and beautifying the pronunciation and voice to the extent one is able.”
Ibn al-Jazari then mentioned examples of those who recited with tartil, among them Hamzah, Hafs, and Warsh. Concerning hadr, he said:
“Hadr is used in order to increase the number of good deeds through recitation and attain the virtue of tilawah. However, one must be careful not to cut short the letters of madd, cause the sound of ghunnah to disappear, excessively reduce the vowel sounds, or become so careless that the recitation is no longer valid or can no longer properly be called tilawah.” He further stated that hadr was the method of Ibn Kathir, Abu Ja’far, and other reciters who shortened the separated madd, such as Abu ‘Amr, Ya’qub, and Qalun.
Regarding tadwir, Ibn al-Jazari said:
“As for tadwir, it is the middle way between the two levels of tahqiq and hadr. It has been transmitted from most of the imams who narrated elongation of the separated madd without extending it to the level of full saturation. It is the method of the rest of the reciters, authentically transmitted from all the imams, and it is the preferred method among most specialists in Qur’anic performance.”
Thus, it is clear that recitation in all three modes is permissible. The scholars have not said that any one of them is an innovation, because these forms of recitation are part of a continuously transmitted Sunnah, received by teachers from their teachers in a chain reaching back to the Messenger of Allah ﷺ. Therefore, it is not correct to describe any of them as bid’ah.
And Allah knows best.
