The bedouins dwellers of the desert are more severe in disbelief and hypocrisy than the people of the settled area, and that for their coarseness and the hardness of their hearts and their distance from the knowledge and the scholars, and the gatherings of exhortation and remembrance, so they for that reason are more worthy that they not know the boundaries of the religion, and what Allah sent down of the laws and the rulings. And Allah is All-Knowing with the condition of these all together, All-Wise in His management for the affairs of His servants.
