(Identical to 20) And those who believed in Allah and His Messenger say: "Why was a Surah from Allah not sent down commanding us with the jihad of the disbelievers," then when a Surah perfect with the clarification and the obligations was sent down and the jihad was mentioned therein, you saw those in whose hearts is doubt in the religion of Allah and hypocrisy looking at you-O Prophet-the look of the one who has surely been covered over him fear of death, for then more worthy for those in whose hearts is sickness that they obey Allah, and that they say a word conforming to the Sharia. Then when the fighting became obligatory and the command of Allah came with its ordaining these hypocrites hated that, for had they confirmed Allah in the faith and the action it would have surely been better for them than the disobedience and the opposition.
