Answer:

All praise is due to Allah, and peace and blessings be upon the Messenger of Allah, his family, and his companions. To proceed:

The purpose of revealing the Noble Quran is to guide people and bring them out of the darkness of shirk and disobedience into the light of monotheism and obedience, thereby achieving happiness in both this world and the Hereafter. Allah the Exalted says:

“This is a Book which We have revealed to you [O Muhammad] that you might bring mankind out of darkness into the light by permission of their Lord—to the path of the Exalted in Might, the Praiseworthy.” (Surah Ibrahim: 1)

Another purpose of its revelation is that Allah’s servants may reflect on its verses, take lessons, and prepare for the Day of Judgment. Allah the Almighty says:

“[This is] a blessed Book which We have revealed to you, [O Muhammad], that they might reflect upon its verses and that those of understanding would be reminded.” (Surah Sad: 29)

Ibn Jarir said: “That they reflect upon Allah’s arguments contained within it, and the laws He legislated in it, so that they may take heed and act upon them.”

“It is He who sends down upon His Servant [Muhammad] verses of clear evidence that He may bring you out from darknesses into the light.” (Surah al-Hadid: 9)

As for the duties when reading the Quran: if one is reading from the mushaf (physical copy), then ablution (wudu) is obligatory before touching it, based on the Prophet’s ﷺ saying: “No one should touch the Quran except one who is pure.” See this related fatwa:

Also, attention must be given to proper tajwid (pronunciation) during recitation. See this related fatwa:
