Is Migration to Non-Muslim Countries Permissible to Improve One’s Standard of Living?

بسم الله والصلاة والسلام على رسول الله أنا شاب مسلم من الجزائر مداوم على استقبال فتاوى الشبكة الإسلامية يا شيخ لقد استعسرت لدينا الأمور في بلدنا نظراً لما نعيشه من فتن نتيجة البعد عن دين الله سبحانه وتعالى

In the name of Allah, and peace and blessings be upon the Messenger of Allah. I am a Muslim young man from Algeria who regularly follows the fatwas on IslamWeb. O Sheikh, our affairs in our country have become difficult due to the trials (fitnah) we are experiencing resulting from the distance of people from the religion of Allah, Glory be to Him.

فالسكن غير موجود والمعيشة صعبة نتيجة الظروف الاجتماعية السيئة نريد الزواج لنتحصن ونريد اتساعا في الرزق يساعدنا على ذلك ولكن هذا مفقود عندنا

Housing is unavailable and living is difficult due to poor social conditions. We want to get married to protect our chastity, and we desire an expansion in provision to help us achieve that, but this is missing here.

السؤال: هل يجوز لي الهجرة إلى أوروبا للعمل هناك لفترة حتى أتمكن من تكوين نفسي ثم أعود إلى بلدي أو أستقر في بلد مسلم أعيش فيه كريما أم أن الضرورة التي أتكلم عنها لا تصل إلى درجة التفكير في الهجرة إلى بلاد الكفر؟ وجزاكم الله عنا كل خير.

The question is: Is it permissible for me to migrate to Europe to work there for a period until I am able to establish myself, then return to my country or settle in another Muslim country where I can live with dignity, or does the necessity I speak of not reach the degree that justifies thinking about migrating to the lands of disbelief? May Allah reward you with all goodness.

Answer:

الحمد لله، والصلاة والسلام على رسول الله، وعلى آله وصحبه، أما بعد: 

All praise is due to Allah, and peace and blessings be upon the Messenger of Allah, his family, and his companions. To proceed:

فإن السفر إلى بلاد الكفر فيه خطرٌ عظيمٌ على الدين والأخلاق، لما في تلك البلاد من ما يدعونه من الحريّة، وعدم إنكار المنكر، وقد ثبت في الحديث الصحيح عن جرير بن عبد الله رضي الله عنه أن النبي صلى الله عليه وسلم قال:

Indeed, traveling to the lands of disbelief involves a great danger to one’s religion and character, because of what they call “freedom” in those countries and the lack of forbidding evil. It has been established in the authentic hadith from Jarir bin Abdullah (may Allah be pleased with him) that the Prophet (peace and blessings of Allah be upon him) said:

“أنا بريء من كل مسلم يقيم بين ظهراني المشركين، لا تَرَاءَى ناراهما” رواه أبو داود والترمذي.

“I am free from every Muslim who resides among the polytheists; their fires should not be visible to each other.” (Narrated by Abu Dawud and At-Tirmidhi).

أما إذا كان المهاجر عنده علمٌ وبصيرةٌ، وكان ذهابُه إلى هناك للدعوة إلى الله، وبيان محاسن الإسلام، فيجوز لهذا وأمثاله الهجرة إلى هناك بهذا المقصد الشرعي بشرط أن يأمن على نفسه الوقوع فيما حرم الله،

However, if the migrant possesses knowledge and insight (basirah), and his purpose for going there is to call to Allah and clarify the beauties of Islam, then it is permissible for such a person and those like him to migrate there with this Sharia-based objective, provided he feels secure regarding himself from falling into what Allah has forbidden.

وهذا أمر عسير جداً بالنسبة للشاب غير المتزوج، فأبواب الفتنة هنالك مفتحة على مصاريعها، ومن خسر دينه فقد خسر كل شيء، والصبر على بعض منغصات الحياة أهون من الصبر على نار جهنم،

This is a very difficult matter for an unmarried young man, as the doors of fitnah (temptation) there are wide open. Whoever loses his religion has lost everything, and being patient with some of the hardships of life is easier than being patient with the fire of Hell.

ومصاعب الدنيا وملذاتها كل ذلك إلى زوال، والعاقل يركز تفكيره على وضع يجعل إذا خرج من هذه الحياة خرج وربه عنه راض، ومن يتق الله يجعل له من أمره يسرا. 

The hardships and pleasures of this world are all fleeting, and the wise person focuses his thinking on a state that ensures when he departs from this life, he departs while his Lord is pleased with him. And whoever fears Allah, He will make for him ease in his affair.
